Summary:The patent quality plays a more important role in agricultural innovation than its quantity. With the panel data of 30 provinces in China from 1985 to 2017, based on the empirical analysis of the impact of patent incentive policies on the quantity of agriculture patents, this paper focuses on the impact of policies on the quality of agricultural patents and discusses the Heterogeneity among different subjects. The results in fixed-effect model show that although increasing the number of agricultural patents, incentive policies have little effect on the promotion of patent quality for various R&D subjects; the empirical results based on multi-period DID model remain robust. Therefore, the research believes that the quality orientation of incentive policies should be strengthened from both policy content and policy tools and the policy facilitating Industry-University-Research Institute Collaborative Innovation should be improved as well.
