Summary:Examines why eligible persons fail to register to vote in France. Differences between non-registration & abstention are pointed out. Data on explanatory factors for non-registration were drawn from the 2001 Neighborhood Life Survey of 11,919 people living in a wide range of low- to high-income neighborhoods. It was hypothesized that residents of poor neighborhoods would be more likely to be indifferent to political matters that they viewed as irrelevant to their problems & therefore more likely not to register to vote. The results of logistic regression analysis indicated that the main causes of non-registration were a low educational level, weak social integration, unemployment, low income, & membership in a large family (six people or more). In addition, living in a neighborhood with poorer socio-economic profiles (ZUS neighborhood) was shown to increase the probability of voter non-registration; religious affiliation was associated with a higher registration rate; females in ZUS neighborhoods had a higher registration rate than their male counterparts; & non-registration was higher among young people in ZUS neighborhoods than in non-ZUS neighborhoods.
