Summary:The nearly relentless crisis developments of the second half of 2015 in terms of both migration and terrorism challenges heavily influenced political priorities for the further development of the Union’s ‘Area of Freedom, Security and Justice’ (AFSJ) during 2016. Given the significant changes in the irregular migration flows the EU strengthened its border management capacity, primarily through the establishment of the European Border and Coast Guard, while the Commission took important initiatives on the legislative side with a new asylum package and a proposal to reform the EU Blue Card. Counter-terrorism priorities dominated the internal security agenda with advances both on the operational and – through the PNR Directive and Europol Regulation – on the legislative side, balanced in some sense by the adoption of three new judicial instruments providing for procedural safeguards for suspects or accused persons.
