Summary:Risk studies, the accident at TMI-2, some incidents and studies have made it evident that the flexible use of existing systems can be very beneficial in preventing accidents, or mitigating its consequences. In a further step systems could be added to increase the potential to react to unforeseen events, i.e. increase the flexibility, or to meet specific goals. In this paper it will be discussed that a selection of “umbrella type” sequences for severe accidents could unbalance the safety systems. Accident Management procedures should be sympton-oriented in addition to event-oriented procedures. Accident Management measures to meet performance-oriented goals (subcriticality, mass inventory within the RPV, decay heat removal, containment integrity, low releases of fission products to the environment) will be described for BWR's and PWR's.
