Summary:The purpose of this paper is how to arrange workshop according to main point in operation. We prepared the hypothesis the cause by which a methodology varies is strength or a planning order. And we compared three types of workshop operations. Consequently. followings are understood. (1) If relation of planning order is strong, unplementability. a sense of responsibility, and area nature appear in a planning strongly. But a long-term viewpoint tends to be missing. (2) If relation, of planning order is little strong, a long-term viewpoint is insufficient in planning. But the execution capability of administration is needed. (3) If relation of planning order is weak, it becomes important now autonomy and a sense of responsibility are made.
