Summary:Background. The category of “public legal entities” is known in Russian law due to its application in civil legislation, at the same time, the constitutional nature of public legal entities is clearly silenced in science. In this regard, it is necessary to study some materials from the practice of the Constitutional Court of the Russian Federation on the status of public legal entities and the implementation of their legal personality. Materials and methods. The study is based on the norms of the definitions of the Constitutional Court of the Russian Federation and scientific works of scientists in the field of public law sciences. Historical, formal-legal and comparative-legal methods were used. Results. Based on the results of the analysis of court decisions, the characteristics of public legal entities as participants in constitutional and legal relations are formulated. Conclusions. The decisions of the Constitutional Court of Russia contribute to a detailed explanation of the concept and characteristics of public legal entities, which significantly contributes to the formation of unified conceptual provisions in the theory and practice of modern public law.
