A Study of the Construct Held by Public Health Nurses in Conceiving a Project Development Strategy

The intent of the present study was to evaluate the construct for a project development strategy in which public health nurses are engaged and elucidate the characteristics of such a concept. A survey was conducted by mailing questionnaires to those public health nurses who are affiliated with the National Academy of Chief Public Health Nurses and are currently employed at various government agencies. The results of an exploratory factor analysis are described below: 34 topics (α=0.906, subscale α=0.906∼0.827) constituting the following 4 factors emerged for the activities related to project development planning (“to understand the subjects and support their self-starting activities,” “to obtain agreement with the plan for the enterprise,” “to construct a collaborative relationship among the organizers themselves,” and “to plan the contents that would heighten the motivation of the participants”). For the outcome of the activities, 20 topics related to the following 4 factors (α=0.899, subscale α=0.899∼0.727) were extracted: “improvement in professionalism,” “contribution to organize a healthy community,” “mutually supportive system in developing the project,” and “outcome that would satisfy the needs of the subjects.” These results confirmed the reliability and construct validity of the strategy. It became evident that public health nurses are equipped with strategies to organize plans for their activities so that the environment that their subjects, as well as themselves, are found may be improved.
