Comúnmente se sabe que Chile ha sido "garante" en el proceso de disputa territorial entre Ecuador y Perú, no solamente en el último conflicto por el Cénepa en el año 1995, sino que tal situación se arrastra desde las negociaciones efectuadas en Río de Janeiro en enero de 1942, dando origen al Protocolo que lleva el nombre de la ciudad brasileña. Sin embargo, escasos o nulos son los antecedentes que se tienen sobre la participación de la diplomacia chilena en el desarrollo de las negociaciones que llevaron a la firma de dicho acuerdo.
