Summary:The paper investigates the issue of teachers’ remuneration system in Poland. The first section presents education as a public task of Polish municipalities, powiats and voivodeships, as well as cities with powiat status that fulfil the responsibilities of both communes and powiats. The next part discusses the criteria (especially those concerning teachers) for dividing the educational part of the general subsidy from the state budget among local government units. The following section covers the principles by which teachers’ salaries are calculated. The empirical part of the article presents the structure and dynamics of educational expenditure on salaries in the years 2004–2020 and compares its amount with the educational part of the subsidy. Then the difference between the minimum and average salaries of teachers is analysed. The last part is a case study showing the impact of teachers’ salaries on expenditure in Lublin’s budget.
