Summary:If earlier the study of the impact of informal institutions and cultural values on economic development was not part of the mainstream, now, with the expansion of the boundaries of economic analysis, there is an understanding that it is extremely difficult to ensure its completeness without studying socio-cultural factors. The sustainability of any institution, both effective and ineffective, is supported, fixed in the institutional environment by the existing cultural and behavioral attitudes adopted in society. One of the most important attitudes that will be considered in this article is the attitude of Russian culture bearers to "Western values". Analyzing this attitude in dynamics will allow us to better understand the relationship between formal and informal norms in our country and possible obstacles to their effective coexistence.
