In this paper Heilongjiang Province is taken for example, and canonical correlation analysis is used to conduct empirical analysis of the relationship between Heilongjiang Province's marine economic development and talent cultivation. The research results show that there is a significant correlation between Heilongjiang Province's marine economic development and talent cultivation, and they support each other for common progress. GDP, total investment in fixed assets and public finance expenditure are critical factors affecting Heilongjiang Province's marine economic development. The number of institutions for talent cultivation and the number of students enrolled by institutions of talent cultivation are critical factors affecting the development of talent cultivation development in Heilongjiang Province. The empirical research result is expected to provide guidance for the establishment of corresponding policies by Heilongjiang Provincial Government, all prefectures and relevant departments.
