St. Louis has seen a steady stream of people since absentee in- person voting opened at the end of September. About 4,300 absentee ballots have been cast, including mail-ins. Typically, an absentee voter must sign the outside of the envelope that's mailed. But rules adopted Oct. 23 waive the requirement if the ballot is cast in person at the Election Board's office in Maplewood.
