"Most owners do screen their tenants to protect the other tenants in their buildings and to protect themselves," said Mary Rippe, president of the Minnesota Multi Housing Association. Owners screen tenants for ability to pay, criminal background, history with other landlords and neighborliness, among other things, Rippe said. Carol Buche, owner of Tenant Check, a company that provides such screening, said, "Housing is the most expensive thing you pay for in your life, whether you buy it or rent it. "Public housing {agencies are} screening very carefully now . . . so there is an undesirable element that is being pushed into the private market."
