A lengthy complaint brought by Atty. Gen. Francis X. Bellotti, charged the owners of the Hodgdon Rest Home at 95 Moreland st., Roxbury, with dozens of violations of state health regulations. Timothy Salatan, an attorney representing the Bullocks, is required to file a response to the complaint within 20 days. So far, the Bullocks have not refuted the charges against them, which were brought under a 1980 Massachusetts law against patient abuse by nursing home and rest home operators. Chief Justice James P. Lynch Jr. issued a six-page preliminary injunction requiring the Bullocks to provide such things as soap, toothbrushes, shampoo, sheets, pillows and blankets. The order also requires adequate nurses, nurses' aides and dietitians; compliance with physicians' orders; a general cleaning of the facility within four days; minimal privacy for patients using the toilet and bathtub facilities; and closer monitoring of patients who have a tendency to wander outside the rest home.
