The Winnipeg Jets also are considered a possible target franchise for [Wayne Huizenga], but when asked if the NHL would be likely to approve the shifting of any franchise to another city, [John O. Pickett Jr.] said, ''There has to be an overwhelming positive or negative set of circumstances to get a team to move. They just don't like to do that.'' Pickett indicated, however, that Miami Arena isn't considered ideal by the NHL and that Huizenga's preliminary plans for a new arena would need to be realized for the NHL to want to move to South Florida. ''That's what would get the attention of the team owners,'' Pickett said. ''We need new ways of getting revenue.'' Pickett said he thought it unlikely the NHL would help Huizenga in attracting partners or organizing a partnership. But he added that Huizenga's vast wealth and short but successful track record would immediately legitimize a new effort to bring hockey to Miami.
