The Public Policy of Human Rights Realization in the Russian Federation: The Current State and Ways of Improvement

This dissertation research given deals with the public policy of human rights realization in the Russian Federation. Here, on the basis of the application of the political analysis methodology, the current state of this type of the public policy is studied. Also the author presents his own point of view about the ways and prospects of its improvement. The scientific understanding of the public policy of human rights realization in today’s Russia is formed on the basis of the theoretical regulations of the political science, the theory of the public policy, public management, the concept of interaction between the state and civil society, and other theoretical approaches. According to the author, the problematics of human rights realization is currently being actualized in the context of the implementation of the paradigm of democracy consolidation as a new scenario of the political development replacing gradually the paradigm of the democratic transit. At the same time, one of the essential features of the consolidation, in contrast to the transitive understanding of democracy, is not only the struggle for the achievement of civil rights and freedoms, but also the integration of efforts of the state and society in the aspect of improving the institutional mechanisms for their realization. The driving power of these processes is the participatory form of the political participation. Considering the Institution of Human and Civil Rights and Freedoms as one of the most important criteria of democratization, the author does not only identify the key problems of Russian society, but determines the specific features and current priorities of the governance and management in the sphere of human rights realization with the help of structural and functional analysis, and also offers some new classifications based on the traditional and innovative political practices. At the same time, the paper substantiates the necessity of improving the efficiency of the public policy on the basis of the mechanism of social and political mediation which means the active mediation of the civil society institutions aimed at the transformation of the civil and public initiatives into the state actions and programs implemented on the basis of the coordination of the interests of all parties. Thus, the social and political mediation appears on the pages of the thesis through the evolution from the phenomenon and conciliation to the mediation attempts and institutional basis for the efficiency increase of the state policy of human rights realization in the Russian Federation. In the final chapter of the thesis the author projects the integration of the mechanism under study into the current political system in the form of a corresponding model which is good for practical use.
