Summary:Public procurement plays an important economic, legal and political role, building trust of the public as well as helping to effectively manage public resources. It is also an instrument to positively influence entrepreneurship and ensure high-quality satisfaction of the needs of the state administration and the society. Since the restoration of the independence of the state a public procurement system has been established that determines the awarding of public contracts. The aim of the research is to use the descriptive, historical, comparative and dogmatic methods to analyse the most important events in the development of public procurement in Latvia after the restoration of the independence of the state and to make proposals to improve the existing public procurement system in Latvia. To achieve this objective, the study will evaluate the legal basis for the establishment of a public procurement system in Latvia after the restoration of independence, EU policy planning documents, legal scholars' opinions, comparing and analysing the most significant changes, summarizing the problematic aspects of certain issues, and preparing proposals for addressing the research problems.
