국내 환경에서의 잊혀질 권리 실현의 방해요인 분석 및 구현모델 연구

본 연구는 궁극적으로는 잊혀질 권리의 정책적, 산업적 실현을 목표로 하며 그 토대로써 권리실현의 방해요인이나 문제를 제거함으로써 관련 제도개선이나 서비스모델 개발의 방향을 제시하는 것을 목표로 하였다. 권리 실현을 정보삭제권 개념 중심으로 보고 정보삭제, 접근배제의 두 관점으로 접근하였다. 먼저, 개인정보처리 중심으로 문제를 분석하고 방해요인을 도출하였다. 둘째, 국내 규범 하에 잊혀질 권리 실현을 위한 서비스 개발의 고려사항, 서비스 목표, 기능 요구사항을 제시하였으며 상위 수준의 유스케이스 다이어그램을 설계하였다. 데이터 3법 통과로 데이터 활용과 개인정보처리자의 책임이 강화되는 현 시점에서 본 연구는 기존에 없는 매우 유의미하고 중요한 주제이며 관련 연구의 토대가 될 것으로 기대하며, 향후 계속적인 연구를 통해 보다 완성도 있는 서비스로 개발할 것이다. This study aims at the realization of the right to be forgotten from the perspective of policy and industry. The goal is to eliminate the obstacles and problems of the realization of rights, and to suggest the direction of system improvement and service model development. I saw the realization of rights as the concept of the right to erasure and approached from two perspectives: information deletion and access exclusion. First, we analyzed the problems and obstacles focused on personal information processing. Second, we designed service considerations, goals, functional requirements, and use case diagrams for realizing rights. This study is a meaningful subject that has not existed before, and is expected to be the basis for related studies. The service will be completed through continuous research in the future.
