남북한 '적대적 의존관계론'에 관한 비판적 연구: 1972년 남한 유신헌법과 북한 사회주의헌법 제정을 중심으로

이 논문은 1972년 남한 유신헌법과 북한 사회주의헌법의 제정 과정을 통해, 남북한 적대적 의존관계론을 비판적으로 검토한다. 남북한 적대적 의존관계론은 1972년 남북한의 헌법의 변화를 시기적 및 내용적 유사성을 근거로 남북한 적대적 의존의 대표적 사례로 취급하는 경향이 있다. 그러나 남북한의 적대적 의존의 사실 여부는 남북한관계의 실증적 연구를 통해 증명되어야만 한다. 이 논문에서는 1972년 남북한의 헌법이 데탕트라는 동일한 국제적 환경에 대응하면서도 전혀 상반된 남북한 각각의 국내적 맥락의 산물이라는 점에서 남북한의 적대적 의존이 아닌 적대적 경쟁의 산물로 파악해야 한다고 본다. 따라서 이 논문은 대안적 남북한관계론의 정립을 위해서는 남북한관계와 남북한 각각의 이념과 체제에 입각한 발전현황을 균형 있게 연구하는 대안적 방법론의 필요성을 제안한다. This paper critically reviews the theory of hostile interdependence between South and North Korea by the comparative studying on the enacting process of the 1972 Revitalizing Reforms Constitution of South Korea and the 1972 Socialist Constitution of North Korea. The theory of hostile interdependence between South and North Korea has tended to treat the change of the 1972 South and North Korean constitutions as a typical example of hostile interdependence between South and North Korea based on those similarities of time and substance. However, whether or not hostile interdependence between South and North Korea is true must be identified by an objective study on the South and North Korean relations. This paper maintains that the 1972 South and North Korean constitutions are an example of the not hostile interdependence but hostile competition between South and North Korea, because those are reflections of the entirely different domestic conditions of South and North Korea in spite of sharing the same international conditions so called as ‘detente.’ Thus this paper suggests an alternative research methodology that proportionally studies the South and North Korean relations and the developmental situations based on the South and North Korean respective ideologies and regimes in order to find an alternative theory of South and North Korean relation.
