Herzberg의 위생･동기요인이 공공봉사동기에 미치는 영향과MZ세대의 조절효과

본 연구는 중앙부처 소속 공무원들을 대상으로 Herzberg가 제시한 위생요인과 동기요인이 공공봉사동기와 어떠한 관계를 가지는지 탐색하고, 이 관계에서 세대 간 차이(MZ세대와 기성세대)가 미치는 조절효과를 분석하였다. 이를 위해 2022년 한국행정연구원에서 수집한 「공직사회 세대 가치관 변화와 조직혁신」 설문자료를 위계적 선형회귀분석을 통해 분석하였다. 분석 결과, 위생요인과 동기요인 모두 공공봉사동기와 긍정적인 관계를 가지는 것으로 나타났다. 특히, 위생요인이 공공봉사동기와 가지는 긍정적인 관계는 MZ세대에서 더욱 강화되었으며, 동기요인과 공공봉사동기 간의 긍정적인 관계는 기성세대에서 더 강하게 나타났다. 이러한 결과는 공공봉사동기를 효과적으로 증진시키기 위해서는 위생요인과 동기요인이 동시에 충족되어야 하며, 특히 세대별 특성에 맞춘 차별적인 관리 전략이 필요함을 시사한다. This study explores the effects of Herzberg’s hygiene and motivator factors on public service motivation among civil servants in central government agencies, while analyzing the moderating effects of generational differences (MZ generation and older generations) in this relationship. To achieve this, the study utilizes hierarchical linear regression analysis on the survey data titled “Generational Value Changes and Organizational Innovation in the Public Sector,” collected by the Korea Institute of Public Administration in 2022. The analysis results indicate that both hygiene and motivator factors positively influence public service motivation. Notably, the positive impact of hygiene factors on public service motivation was more pronounced for the MZ generation, while the positive relationship between motivator factors and public service motivation was stronger among older generations. These findings suggest that in order to effectively enhance public service motivation, both hygiene and motivator factors must be fulfilled, and differentiated management strategies tailored to generational characteristics are particularly necessary.
