미･중 공급망 재편 경쟁에서 중국 요인과 대응전략 : 중국의 대내외 공급망 재편 요인과 중국 정부∙기업 차원 대응전략

본 연구의 질문은 미국이 현재 추진하는 초당파적이고, 제도적으로 치밀해지고 종합적인 수단으로 진화하는 중국 배제 목적의 첨단기술 공급망 재편 경쟁 전략 에서, 이와 관련된 중국의 대내외적 요인은 무엇이고, 정부와 기업 차원에서 중국 의 대응전략은 무엇인가이다. 지금까지 미국의 공급망 재편전략과 제재에 관한 연 구는 많지만, 중국 측 요인과 중국의 대응전략에 관한 연구는 많지 않다. 따라서 본 논문은 우선 미중 공급망 재편 경쟁을 이론적으로 설명하기 위해 정치적 갈등 과 무역의 상관관계를 설명하는 무역의 안보 외부효과를 제시하고, 미중 공급망 재편 경쟁을 설명하는 다양한 관점과 중국의 대응전략에 관한 중국 학자들의 다 양한 선행연구를 소개할 것이다. 마지막으로 중국은 최근 미국의 계속되는 수출통 제와 제재에 맞대응하기 위해 다양한 법과 정책을 제정하고 있는데 이러한 법 제 도의 전략적 의도를 분석할 것이다. 즉 본 연구는 중국의 보복 제재와 미국의 제 재를 회피하고 우회하는 대응전략을 분석하고 평가한다. The question of this study is that in the high-tech supply chain reshaping strategy aimed at excluding China, which is currently being promoted by the United States and evolving into a bipartisan, institutionally sophisticated, and comprehensive means, what are China's internal and external factors related to this, and what is the Chinese response strategy at the government and corporate level. So far, there have been many studies on the US supply chain reshaping strategy and sanctions, but there is not much research on Chinese factors and China's response strategies. Therefore, in order to theoretically explain the U.S.-China supply chain reshaping competition, this paper first presents security externalities of trade that explain the correlation between political conflict and trade, and provides various perspectives to explain the U.S.-China supply chain reshaping competition and China's response strategy. We will introduce literature review by Chinese scholars. Lastly, China has recently enacted various laws and policies to counter the continued export controls and sanctions of the United States, and the strategic intent of these legal systems will be analyzed. In other words, this study analyzes and evaluates China’s retaliatory sanctions and response strategies to avoid and bypass US sanctions. KCI Citation Count: 0
