Summary:It is shown that the effects of localization can be observed in the scattering of electromagnetic waves on plasma formations arising in a cloud of charged particles in the atmosphere. The criterion of localization is l/sub s// lambda <or=1, where l/sub s/ is the elastic mean-free-path and lambda is the wavelength. The corresponding inelastic mean-free-path l/sub a/ must be much larger than the wavelength. Achievement of these conditions in condensed media is a difficult problem. Early localization of microwave radiation is found in random mixtures of metallic and dielectric spheres.< >
