Abstract Town and Country Planning, sometimes also referred to as physical planning, broadly aims at the best possible use of resources, particularly the use and development of land. The Town and Country Planning system can provide a sound framework for effective planning and management of protected physical resources, such as forest resources. This potential especially derived from the Developmental Plan System through the Development Control Mechanism. The Town Country Planning Act 1976 provides the legal framework for the execution of responsibilities at the federal, state and local government level. The introduction of the Act forms the cornerstone in the progress of physical planning in Malaysia. In introduced statutory development planning for the first time to enable the authority to plan and control the utilization of land and other natural resources more effectively. The Act empowers the State Structure Plan and the various Local Plans, to execute the policies and proposals contained within the plans respectively. Conservation and the preservation of the natural resources are amongst the many issues of concern to the plans. At the Federal Level the planning system is further enhanced when the original 1976 Act was amended in 2001. the two very pertinent provisions in the amendments, with regards to the issues, are introduction of the National Physical Planning Council and formulation of the National Physical Plan. The Council coordinates and decides on strategic land use planning issues of national importance based on the policies and proposals as contained in the National Physical Plan, the milestone in the progress of Physical Planning in Malaysia.
