The aqueous composition comprises one or more nonionic surfactants, one or more anionic surfactnats or a mixture of nonionic and anionic surfactants, a water miscible solvent for oils, (preferably a low molecular weight alcohol), and an alkalinity agent such as ammonium hydroxide in sufficient amount to maintain the pH of the extracted solution within the range of 8 to 12. |
