Abstract A radio access network (RAN) controller connected to base stations is provided. The RAN controller may comprise: at least one transceiver; and at least one processor coupled to the at least one transceiver. The at least one processor can be configured to acquire measurement reports of a plurality of user equipments (UEs). Each of the measurement reports can include a measurement result for each cell of the corresponding UEs. The at least one processor can be configured to identify candidate cells of the UE from among the plurality of UEs on the basis of the measurement reports. The at least one processor can be configured to transmit, to a serving base station of the UE , a control message including identification information for indicting the UE and identification information for indicating the candidate cells of the UE. The control message can indicate handover priority of each of the candidate cells. L'invention concerne un dispositif de commande de réseau d'accès radio (RAN) connecté à des stations de base. Le dispositif de commande RAN peut comprendre : au moins un émetteur-récepteur ; et au moins un processeur couplé audit émetteur-récepteur. Le ou les processeurs peuvent être configurés pour acquérir des rapports de mesure d'une pluralité d'équipements utilisateurs (UE).
