The present invention addresses the problem of providing: a treatment agent for elastic fibers that is capable of improving the smoothness and adhesiveness of the elastic fibers; and elastic fibers to which said treatment agent for elastic fibers is adhered. A treatment agent for elastic fibers according to the present invention is characterized by comprising: a smoothing agent (A) that contains silicone (A1) and a mineral oil (A2); an organic phosphate ester metal salt (B); and an alcohol (C), wherein the mass ratio, silicone (A1)/mineral oil (A2), of the silicone (A1) and the mineral oil (A2) is 15/85 to 80/20, and the silicone (A1) contains a polyether-modified silicone. The mineral oil (A2) contains not less than 1 mass% of an aroma component. The alcohol (C) is at least one alcohol selected from among C8-C26 monovalent aliphatic alcohols having a branched chain and linear secondary alcohols. La présente invention concerne un agent de traitement pour des fibres élastiques qui est capable d'améliorer le lissé et l'adhésivité des fibres élastiques ; et des fibres élastiques sur lesquelles est appliqué ledit agent de traitement pour fibres élastiques. L'agent de traitement pour fibres élastiques selon la présente invention est caractérisé en ce qu'il comprend : un agent de lissage (A) qui contient de la silicone (A1) et une huile minérale (A2) ; un sel métallique d'ester de phosphate organique (B) ; et un alcool (C), le rapport en masse silicone (A1)/huile minérale (A2), de la silicone (A1) et de l'huile minérale (A2) étant compris entre 15/85 et 80/20, et la silicone (A1) contenant une silicone modifiée par polyéther. L'huile minérale (A2) ne contient pas moins de 1 % en masse d'un composant aromatique.
