Abstract Provided are: cerium oxide nanoparticles that have excellent antimicrobial and antiviral activity and have low coloration; and a resin composition and a fiber material that include the cerium oxide nanoparticles. The cerium oxide nanoparticles include, as a stabilizer, a basic amino acid, an alicyclic amine, an aromatic heterocyclic compound that includes a nitrogen atom in the ring structure thereof, a polymer that has a heterocyclic amine skeleton, or a boron compound, and are characterized in that the APHA of a 1% by mass dispersion of the particles is no more than 400. The resin composition and the fiber material include said nanoparticles and have low coloration.
