A conductive material paste according to the present invention contains a fibrous conductive carbon, a compound having a triazine skeleton, a water-soluble polymer and water; the added amount of the compound having a triazine skeleton is from 1 part by mass to 50 parts by mass per 100 parts by mass of the fibrous conductive carbon; and the added amount of the water-soluble polymer is from 1 part by mass to 50 parts by mass per 100 parts by mass of the fibrous conductive carbon.
