A vehicle-mounted communication device, which is mounted on a vehicle, is provided with: a wireless communication unit that transmits an RF signal including data and a communication scheme of which can be changed; an acquisition unit that acquires state information which indicates the state of the vehicle; and a control unit that, on the basis of the state information acquired by the acquisition unit, performs switching control for changing the communication scheme.
