An inattentive state assessment device (20) comprises: a drowsiness prediction unit (23) for obtaining drowsiness prediction data for predicting the occurrence of drowsiness in a person; a drowsy inattentiveness derivation unit (24) for deriving the drowsy inattentiveness level of a person; and an inattentiveness assessment unit (25) for assessing whether a person is in an inattentive state on the basis of the drowsiness prediction data and the current drowsy inattentiveness level.
