[Problem] To provide: a temperature adjustment device with which it is possible to safely and appropriately adjust the temperature of a target, irrespective of the state of an intermediate object located between the target and the temperature adjustment device; and a temperature adjustment system using said device. [Solution] A temperature adjustment device 10 comprises: at least one thermoelectric converter 11 (temperature adjustment unit) for adjusting the temperature of the body 21 (target) of a driver 20; and a control unit which detects the thermal resistance of an intermediate object (clothing 22, seat upholstery 31b) located between the thermoelectric converter 11 (temperature adjustment unit) and the body 21 (target) of the driver 20, and controls the thermoelectric converter 11 (temperature adjustment unit) on the basis of the detected thermal resistance. La présente invention vise à procurer : un dispositif d'ajustement de température avec lequel il est possible d'ajuster de manière sûre et appropriée la température d'une cible, indépendamment de l'état d'un objet intermédiaire situé entre la cible et le dispositif d'ajustement de température ; et un système d'ajustement de température utilisant ledit dispositif.
