Abstract A control device with which it is possible to perform transmission and/or reception of signals with one or more terminal devices via a relay device acquires information pertaining to wireless quality between one or a plurality of terminal devices and a device which is operating as a relay device, and, on the basis of that information, controls the transmission cycles of signals for measuring wireless quality, the signals being respectively transmitted by: a device which is a candidate for a relay device which relays communication between the control device and a single terminal device; the device which is operating as the relay device; and the single terminal device.
