This cosmetic composition contains the following components (A), (B), and (C), and has a viscosity at 25°C of at least 1.5 Pa·s: (A) a copolymer containing constituent units represented by general formulae (1), (2), and (3) each at a predetermined fraction; (B) at least one oily component selected from a ceramide, a higher fatty acid, a higher alcohol, a glycerol monoalkyl ether, a sorbitan distearate ester, and a glycerol monostearate ester having at least 14 carbon atoms; and (C) water.
