A water leak estimating device: estimates water leak volume information in a water distribution block enclosing an area on the basis of measurement information collected from a measuring device disposed in a water pipe network and water volume usage information for within the area; estimates restoration information including restoration speed for the water leak in the area on the basis of pipeline information in the area, water leak investigation and pipeline repair information in the area, and water leak volume information; and further estimates water leak distribution, including water leak volume in the area, on the basis of the estimated restoration information.
