Abstract | Provided are: a low-reflective and low-coherence inorganic hydrophilic coating solution capable of giving a coating film that has both a high hydrophilicity and a high transparency; an inorganic hydrophilic coating film obtained therefrom; and a member using the same. The inorganic hydrophilic coating solution, which comprises (a) an aqueous solution containing an amorphous silicate compound, said amorphous silicate compound being obtained by hydrolyzing and condensing a tetrafunctional silicon compound having a purity of 99.0 mass% or greater in an aqueous medium in the presence of a basic compound at a temperature from room temperature to 170oC, and (b) water, optionally together with (c) 30 mass% or less of an alcohol, a ketone, a surfactant or a mixture of two or more thereof, wherein the concentration of solid matters derived from said amorphous silicate compound-containing aqueous solution is 0.01-2.0 mass% and the pH value is 5-8; the inorganic hydrophilic coating film which is formed of a dried and cured product of said inorganic hydrophilic coating solution; the member which comprises a base material and said inorganic hydrophilic coating film that is formed on the surface of the base material; and a cover panel for a solar battery module, said cover panel being provided with said member.
