An electrophotographic member which comprises a shaft core body, an elastic layer and a surface layer, characterized in that the surface layer includes an titanium oxide film having chemical bonds represented by formula (1) O-Ti-O and chemical bonds represented by formula (2) Ti-O-C. La présente invention se rapporte à un élément électrophotographique qui est moins prédisposé à un changement de performance même après une utilisation à long terme. Un élément électrophotographique, qui comprend un corps central d'arbre, une couche élastique et une couche superficielle, est caractérisé en ce que la couche superficielle comprend un film d'oxyde de titane qui comprend des liaisons chimiques représentées par la formule (1) O-Ti-O et des liaisons chimiques représentées par la formule (2) Ti-O-C.
