Summary:The present invention includes a calculating unit for calculating an absolute value of an applied commercial voltage, an accumulating unit for accumulating the absolute value of the applied commercial voltage per a constant period to output, an extracting unit for sampling an absolute value accumulative maximum value of the commercial voltage for each period and a determining unit for determining a quality of the commercial voltage by using the absolute value accumulative maximum value of the sampled commercial voltage. It has an advantage that the power quality can be monitored at high speed.
