An upper plate slot is arranged above a lower plate slot, the lower part of the upper plate slot and the upper part of the lower plate slot are both provided with grooves, and the upper part of the upper plate slot and the lower part of the lower plate slot are both provided with embedded bars; a steel cushion body has a shape of a cuboid and is arranged on the upper surface of a seismic mitigation layer, the seismic mitigation layer is arranged in the groove at the upper part of the lower plate slot, and the upper part of the steel cushion body extends into the groove of the upper plate slot and is in contact with the bottom surface of the groove one-direction double-direction.
