Abstract A system for developing, optimizing, and testing hybrid energy storage devices includes a test arrangement and a simulation device. The test arrangement has an emulator of a hybrid energy storage device connected to a driving operation emulator for receiving and outputting energy. The emulator includes a first energy storage device emulator, a second energy storage device emulator, and a power electronics unit controlling a supply of energy into the first and second energy storage device emulator and controlling a draw of energy from the first and second energy storage device emulator. The energy storage device emulators emulate different classes of energy storage devices and different operating states of an energy storage device by varying energy storage device parameters. A control device controls the power electronics unit. The simulation device simulates the operation of hybrid energy storage devices for different configurations of the control device and different energy storage device parameters.
