The present invention provides a document certification system and method, in which a globally unique ID number is added in the context file of electronic document, such as land ownership document. The electronic file of signature is obtained through the process of electronic signature. Then, the context file of electronic file (containing the ID number) and the electronic file of signature are packaged as a document package file. Thus, when expecting to certify the land ownership document, the people obtaining the package file for the packaged document representative of the land ownership document could use the ID number shown by a browsing module and the context file of the original electronic document exhibited by the ID number, i.e. provided by the government institute, to check whether the obtained land ownership document in electronic format or in paper is true or not.
