The invention relates to the using of untraditional power sources domain and can be used for the conversion of wind and hydraulic power into the mechanical. The plant contains a tool member 1 with vertical rolation axe having rigid fixed horizontal bars 2 on it, in which there are installed the blades 3 having possibility to rotate about the bars axes . On one bar side there are installed the rigide stops 4 and on the other there are rotation limiters 5. The vertical shaft of the tool member 1 is connected with the generator by means of differential gear 7 and multiprocessor 8. During the blades rotation in the different mediums (for example in the water and under wind acting) the rotative movement of the vertical shafts 1 are sumerised in the differential gear 7 multiplicated in the multiprocessor 8 and are transmited to the generator 6. The technical result of the proposed invention consists in the obtaining of the double effect of complementary energy by using of water and wind energy sumultaneously.
