The present invention relates to apparatuses and methods for implementing mechanisms for performing handover, radio link monitoring (RLM), beam failure detection (BFD), and candidate beam detection (CBD) within an unlicensed spectrum when a listen-before-talk (LBT) failure occur and/or when user equipment (UE) performs receiving (RX) beam sweeping. For example, the UE is configured to receive a handover command to connect to a target cell. The UE is configured to determine search time and downtime uncertainty during a handover procedure initiated by the handover command in response to an LBT failure or the UE performing a beam sweeping operation. The UE can determine handover delay on the basis of the search time and the downtime uncertainty.
