A high-purity NO_2 gas-generating device of the present invention comprises: an ozone gas-generating device; a nitrogen oxide gas-generating device containing NO; and a mixing unit mixing ozone from the ozone gas-generating device and gas from the nitrogen oxide gas-generating device. The gas containing NO_2 from the high-purity NO_2 gas-generating device can be supplied to a high concentration activated water and fertilizer water production device. The high-concentration activated water and fertilizer water production device of the present invention comprises: an upright cylindrical column forming a flow path along a longitudinal direction; a water-supplying unit located on an upper side of the column and supplying water to the flow path; a gas-supplying unit located on a lower side of the flow path and supplied with the gas containing NO_2 gas; and an outlet located at a lower end of the flow path and discharging fluid.
