The present invention relates to an automatic payment system for outgoing vehicles. According to the present invention, the automatic payment system for outgoing vehicles comprises: a license plate number recognition device installed on one side of the entrance of a parking lot and generating entry information including the license plate number and entry time of entering vehicles or outgoing information including the license plate number and exit time of outgoing vehicles; a settlement device requesting a billing key enabling an automatic payment server to perform automatic payment when the outgoing information is received from the license plate number recognition device, and generating a payment request signal for the parking fee of the vehicles when the billing key is received; an automatic payment server generating a billing key corresponding to entered payment information when the payment information including the owner's name, license plate number, and card information is entered from a vehicle owner, and providing the payment information to a financial institution server according to the payment request signal received from the settlement device so as to perform payment; and a circuit breaker control device automatically opening a circuit breaker to enable a Hi-Pass of the outgoing vehicles which have received the billing key and opening the circuit breaker only when the outgoing vehicles which have not received the billing key receives an exit enable signal from the settlement device. The automatic payment server accumulates the number of visits and parking time of vehicles using the corresponding parking lot for a certain period of time and settles the parking fee with a discount rate applied corresponding to the accumulated number of visits and parking time for each vehicle. According to the present invention, reasonable parking fee settlement is possible by differentially applying a discount rate according to the monthly average cumulative number of visits and parking time. 본 발명은 출차 차량에 대한 자동 결제 시스템에 관한 것이다. 본 발명에 따르면, 출차 차량에 대한 자동 결제 시스템은 주차장의 출입구의 일측에 설치되며, 입차하는 차량의 차량 번호 및 입차 시간을 포함하는 입차 정보 또는 출차 차량의 차량 번호 및 출차 시간을 포함하는 출차 정보를 생성하는 차량번호인식장치, 상기 차량번호인식장치로부터 출차 정보를 전달받으면, 자동 결제 서버에 자동 결제를 가능하게 하는 빌링 키(billing key)를 요청하고, 상기 빌링 키를 수신하면 해당 차량의 주차 요금에 대한 결제 요청 신호를 생성하는 정산장치, 차주로부터 차주명, 차량번호 및 카드 정보를 포함하는 결제 정보를 입력받으면, 입력된 결제 정보에 대응하는 빌링 키를 생성한 다음, 상기 정산장치로부터 수신된 결제 요청 신호에 따라 상기 결제 정보를 금융사 서버에 제공하여 결제를 수행하는 자동 결제 서버, 그리고 빌링 키를 수신한 출차 차량에 대해는 하이 패스 통과되도록 차단기를 자동으로 오픈하고, 빌링 키를 수신하지 못한 출차 차량에 대해서는 상기 정산장치로부터 출차 가능 신호를 수신하는 경우에만 차단기를 오픈시키는 차단기 제어장치를 포함하며, 상기 자동 결제 서버는, 일정한 기간 동안 해당 주차장을 이용한 차량의 방문횟수 및 주차시간을 누적하고, 차량별로 누적된 방문횟수 및 주차시간에 대응하여 할인율이 적용된 주차 요금으로 정산한다.
