The objective of the present invention is to provide a floating offshore structure that can be installed regardless of water depth, and a floating offshore power plant having the same. According to the present invention, the floating offshore structure comprises: a tower; a plurality of columns disposed around the tower; and a plurality of horizontal stiffeners having one end connected to the tower and the other end connected to each column.
