The present invention relates to a system and a method for providing a large volume voice and video conference service. The system comprises: a conference performing unit for setting an audio or video call for an audio or video conference in combination with a plurality of user terminals, and transmitting and receiving audio or video signals to and from the user terminals through the set audio or video call; and a media mixer for mixing the audio or video signals transmitted from the conference performing unit and outputting the same to the conference performing unit. When it is impossible to allocate the media mixer to a user terminal which has transmitted a voice or video call participation request signal for participation in an audio or video conference, the conference performing unit sets a corresponding user terminal to a one-way participation mode. When the assignment of a media mixer is possible, the conference performing unit sets the corresponding user terminal to an interactive participation mode. The conference performing unit receives an audio or video signal from the user terminal set to the interactive participation mode and delivers the same to the media mixer.
