| Abstract | The present invention relates to a topical cosmetic composition containing a higher fatty acid, a neutralizing agent and a silicone elastomer. When applying the topical cosmetic composition of the present invention to the topical skin, such as elbows or heels, where pigmentation occurs a lot and dead skin cells occur while the skin is dry, the topical cosmetic composition has excellent formulation stability, enhances skin moisturization, and has an excellent effect on improving skin conditions including instant skin lightening and skin texture improvement.
