The present invention relates to a planar heater generating heat by using electricity used in a heating apparatus field such as an electric range and a manufacturing method of a planar heater. According to the present invention, by forming an insulating layer formed on a substrate between the substrate and a heater layer, leakage current to the back surface of the substrate can be suppressed, thereby preventing electric shock of a user. Since short circuit current between heating elements constituting the heater layer can be suppressed, destruction of a heater module can be prevented to secure stability and durability of the planar heater and an electric range. 본 발명은 전기 레인지와 같은 가열장치 분야에서 사용되는 전기를 이용하여 발열시키는 면상 발열장치 및 면상 발열장치의 제조 방법에 관한 것이다. 본 발명에 따르면, 기판과 히터층사이에 상기 기판 상에 형성되는 절연층을 형성함으로써 기판 배면으로의 누설 전류를 억제할 수 있어 사용자의 감전 사고를 예방할 수 있고, 히터층을 구성하는 발열체 간의 단락 전류를 억제할 수 있어 히터 모듈 파괴를 방지하여 면상 발열장치 및 전기 레인지의 안정성 및 내구성을 확보할 수 있는 효과가 있다.
