The present invention relates to a multi-network merging transmission system which comprises: a first network device including an interface interlinked to a mobility management entity (MME) of a first network and a charging device; and a second network device including an interface interlinked to the base station of the first network, receiving a control signal from the first network device, and transmitting traffic of the terminal received through at least one sub-flow connected to the terminal to an internet network. The second network device is connected to a plurality of networks including the first network, creates at least one sub-flow connected through at least one network among the networks to the terminal, and transmits information on data usage to be charged among traffic transmitted through the at least one sub-flow to the first network device.
