Abstract | The present invention relates to a terahertz pulse modulation device using a phase insulator and a method thereof which irradiate a high speed optical pulse having a very short wavelength than a terahertz wave to a micro-ribbon array of a phase insulator material; adjusts plasmon reaction of electrons generating in a terahertz region; and has an ultra-high modulation rate. The terahertz pulse modulation device using the phase insulator comprises: an ultrashort wave modulation optical pulse irradiating part applying an ultrashort wave optical pulse; a terahertz pulse irradiating part irradiating the terahertz pulse; a phase insulator micro-ribbon array wherein a concentration of the electrons is changed by the ultrashort wave optical pulse, coupled to the terahertz pulse through which the optical pulse passes, controlling the plasmon reaction, and providing modulation of the corresponding spectrum; and a terahertz receiving part receiving the terahertz pulse modulated by the phase insulator micro-ribbon array.
